Women's Modesty - Who’s Responsible


JIH (Women's Wing) Awareness Campaign from 15th to 21st January 2013
Jamaat-e-Islami Hind (JIH) in strongest and harshest terms condemned the horrific act of 16th December 2012 perpetuated in our national capital Delhi on a medical student. The subsequent nationwide outrage was the result of not just that brutal offence but such ghastly crimes that are taking place through out our country. Recently, in our neighbourhood too (Venkat Benur- Gulbarga) such a crime has been carried-out.

Main factors of rising sex crimes in India
There are social, commercial and legal factors. Invasion of nude western culture; Commercialization of human susceptibilities-particularly alcohol, gambling and sex; Industrialization of nudity and vulgarity through Films, TV and Internet; Industrialization of fashion; Official patronage for bar culture; Weak laws and sluggish judicial system (we have 15 judges for every 1 million people, while China has 159); Low conviction rate(~1 in 4); Pending Police reforms.

After the inception of globalization era, the nude godless western culture has invaded the rather religious Indian society resulting in the change of both attitude and attire. It is widely known that alcohol is mother of all crimes. Yet, our country has commercialized alcohol, drugs and gambling. Criminal laws particularly those dealing with sex crimes like rape are very weak in our county. These laws instead of supporting victims, rather put the burden of proof on victims themselves. An overwhelming majority of the rape victims comes from weaker sections who cannot take on the culprits and raise voice against them.

Instead of publicizing crime, punishments should be publicized to deter the criminals and infuse security feeling among law-abiding civilians. There should be a campaign against all the factors that lead to crimes including rapes; neglecting anyone will have disastrous consequences.
We support the demand of the recent nation-wide protestors and common people for harsher laws and maximum punishment to the offenders of heinous crimes like rape. Addressing such natural urge, Islam has 1400 years ago prescribed capital punishment – and that too in public place – for rapists. This Islamic criminal law is very much relevant today as well and will always be so. Apart from prescribing maximum punishments, Islam prohibits all such deeds that gradually lead to the heinous crime.

We strongly believe that adoption of above steps will not tackle all the issues that women in particular & humans in general are facing today. Instead we need to deal with the root cause of our ailment. We have to turn to God, the almighty, who has prescribed for us the "Complete Way of Life " (called in Qura'n-God's last Testament, as "ISLAM") through His first prophet ADAM (pbuh) to the last prophet MUHAMMAD (pbuh). Our success of hereafter everlasting life (entering Heaven, the God's reward) too rests totally on adoption of the prescription of God in our this perishable life.

Our suggestions to ensure safety and security of women:
1.      Only proper marriage contracted by free will of man and woman should be recognised as    legally permitted form of sexual intimacy. All sex outside marriage including live-in-relationship should be declared illegal and punishable.

2.      There should be provision for capital punishment for heinous crimes such as rape. These punishments should be given in public and there should be opportunity for people to witness the same so that it might act as deterrent to such heinous crimes.

3.      Co-Education should be abolished and proper education facilities meant for only women should be available at all level of education.

4.      Educational institutions should prescribe sober and dignified dress code for girls.

5.      Services of religious institutions and religious leaders should be sought to reform society, inculcate moral values and awareness against crimes especially in the new generation.

6.      Proper transport facilities for women with proper safety measures be made available particularly in towns and cities.

7.      Marriage should be made easy and it should be encouraged to have timely marriage, all forms of dowry be abolished and all unnecessary expenditures be curbed and made punishable.

8.      The electronic and print media, TV programmes, Films and advertisements should avoid improper exposure of women and it should be made punishable.

9.      The alcohol is the root of all evils and it should be completely banned in the whole country.

10.  The criminal laws in this regard should be made more stringent, the judicial procedure be simplified and made faster.

11.  The police reforms should be implemented soon and especially the complaints of not lodging FIRs or delaying of FIRs be made punishable offence.

To aware the people about the right methodology to be undertaken for maintaining women's modesty, preventing crimes against them and put forward Islamic teachings for consideration as a way of life, the JIH-Women's Wing Gulbarga has undertaken the following programs in the week of January 15-21, 2013.
·         Door to Door Home visits by JIH women volunteers to specially meet women.
·         Public Meet at Mohammadi Garden Function Hall, STBT, Gulbarga on Sunday, January 20, 2013 at 11.00am - 01.30pm
·         Pedestrian Women's rally from Super Market to D.C. office Gulbarga on Monday, January 21, 2013 at 11.00am.
